25.06.2013 WIN A PHOTO CAMERA AND TRIP FOR 2 TO BRUSSELS. COMPETITION BY EUROPEAN COMMISSION
The European Commission wants to see how EU investments are being used where you are and celebrate projects that are making a real difference to local communities.
To enter the competition, all you need to do is take a photo of a project receiving EU funding you know or have seen, with the plaque or billboard with funding information and the EU flag somewhere in the picture.
Then share your photos for a chance to win €1 000 to spend on digital camera equipment and a trip for two to Brussels in October 2013.

2013-01-16 €70 MILLION AVAILABLE FOR ENPI PARTNERS UNDER NEW ERASMUS MUNDUS PROJECTS
The European Commission has issued a call for proposals worth more than €194 million for 2013 in the framework of the EU-funded programme Erasmus Mundus II. Of this, just over €70 million is available for ENPI countries, south and east, under Erasmus Mundus Partnerships.
Higher education institutions from all ENPI countries are eligible to take part as full partners in Erasmus Mundus projects, though applications must be submitted by an institution from an EU Member State.
The deadline for submission of applications is 15 April 2013.

2012-11-29 BELARUSIAN NATIONAL EXHIBITION IN LATVIA
On December 6-9, 2012 the Exhibition Centre Kipsala (Riga) will host the IX-th National Exhibition of the Republic of Belarus in the Republic of Latvia.
In order to facilitate further development of bilateral trade, economic and investment cooperation, as well as establishment of new business contacts with partners in the Baltic countries, Kipsala will also host the Belarusian-Latvian Investment Forum (December 6) and matchmaking event (December 7).
Participation in all events is free of charge.

2012-10-11 BORDER-CROSSING POINT “GRIGOROVSHCHINA” (BELARUS-LATVIA) STARTS OPERATING
The Belorussian State Customs Committee informs that the border-crossing point “Grigorovshchina” at the Belorussian-Latvian border is going to be opened to all traffic on 15th of October, 2012.
Modernization of this border-crossing point shall continue next year but it shall not impact traffic flow.

2012-09-17 INTERNATIONAL INVESTMENT FORUM WILL TAKE PLACE IN LATGALE
On 20-21st of September Daugavpils City Hall (Kr.Valdemāra street 1) will host the International Investment Forum “Latgale – Eastern Gate of European Union”. The Forum will be attended by representatives of the European Commission, ministries of Latvia, regional centres and partner cities, foreign delegations and guests, including the towns of Magdeburg (Germany), Rēzekne (Latvia), Ignalina (Lithuania), Magnitogorsk (Russia), as well as representatives of foreign embassies in Latvia.
Visits to investment objects, working group discussions and entrepreneurship exhibitions will be organized in the frame of this forum.
Participation in the Forum is free. Working languages: Latvian, Lithuanian, Russian and English.

2012-08-09 BORDER-CROSSING POINTS "PRIVALKA” (BELARUS-LITHUANIA) AND “GRIGOROVSHCHINA" (BELARUS-LATVIA) TEMPORARILY CLOSED
The Belorussian State Customs Committee informs that due to construction works at Privalka border-crossing point the movement of cargo transport is temporarily restricted on 13th and 14th of August.
The border-crossing point Grigorovshchina at the Belorussian-Latvian border is closed to all traffic between 15th of July till 15th of October, 2012 due to major modernization.
To cross the border the Belorussian State Customs Committee recommends to use the Urbany-Silene border control point and the Russian Burachki-Terehovo border control point, or other border-crossing points located on the boundary of the Belorussian part of the Customs Union.

2012-07-27 NEW BUS ROUTE MINSK-VILNIUS-PANEVEZYS-RIGA IS OPENED
On July 18th the opening of the new Lux Express bus route Minsk - Vilnius - Panevezys - Riga took place at the Latvian Embassy in Belarus. The event was attended by great numbers of Belorussian mass media, travel agencies, as well as the Latvian Embassy in Belarus Business Club members.
The new route represents an important step in the improvement of comfortable and fast traffic between Riga and Minsk, as now tourists and business people will quickly get from Riga to Minsk and back via buses with more comfortable seats, free wireless internet access, as well as free hot drinks and newspapers.
The cost of fare from Minsk to Panevezys is 15 euro, to Riga - 27 euro.

2012-06-22 INTERNATIONAL INVESTMENT FORUM WILL TAKE PLACE IN VITEBSK
On 25-26th of June the Concert Hall “Vitebsk” (park Frunze 1) will host the International Investment Forum dedicated to the 1038 anniversary of Vitebsk founding. The Forum will be attended by representatives of the regions of Vitebsk Oblast, regional centres and partner cities, foreign delegations and guests, including the towns of Haskovo (Bulgaria), Rēzekne (Latvia), Zielena Gora (Poland), regions of Russian Federation (Stupino, Smolensk), as well as representatives of foreign embassies in Belarus.
During the matchmaking event which will be organized as part of the Investment Forum, the cooperation agreements, action plans will be signed.

2012-05-28 CINEMA JOURNALISM ACROSS BORDERS TRAINING IN YEREVAN (4-7 July 2012). CALL FOR APPLICATIONS!
The EU-funded Directors Across Borders (DAB) project, which is part of the Eastern Partnership Culture Programme, has announced a call for applications for the Cinema Journalism Across Borders (CJAB) training programme. The three-day training is to be held in Yerevan, Armenia, from 4-7 July 2012. The deadline for entries is 10 June.
The Dutch professional film critic Peter Van Bueren will provide the theory and practice of cinema journalism and film criticism.
The participants will stay on for the whole of the GOLDEN APRICOT IFF (8-15 July 2012) and have the opportunity to work over the Festival Daily, covering the festival events including the DAB Regional Co-production Forum and Armenia -Turkey Cinema Platform.

2012-05-16 LATVIAN TOUR OPERATORS WILL COOPERATE WITH VITEBSK OBLAST
Today on May 16th Latvian tour operators begin their acquaintance with Vitebsk oblast. This promotional tour is aimed at introducing Latvian companies with the tourism potential of Vitebsk oblast. From 16th till 18th of May the guests will be welcomed in districts of Vitebsk oblast and in cities of Polotsk, Novopolotsk and Vitebsk.
Latvian tour operators will present in Vitebsk the opportunities for recreation in Latvia, as well as they will conclude cooperation agreements.
The visit is organised by the Consulate of the Republic of Latvia in Vitebsk and the Embassy of Latvia in Belarus in cooperation with the Executive Committee of Vitebsk oblast and the Ministry of Tourism and Sport of Belarus.

A new publication "EU cooperation for a successful Eastern Partnership" has been published today to mark the third anniversary of the Prague Summit that officially launched the Eastern Partnership initiative (7 May 2009).
Produced by DG Development and Cooperation – EuropeAid, this publication gives an overview of the EU cooperation with its Eastern neighbours in the framework of the Eastern Partnership. It describes the main elements of the initiative and gives concrete examples of the ongoing bilateral and regional cooperation programmes.

On May 11th, 2012 the EU Delegation to Belarus will organise an information meeting on the ongoing call for proposals "Non-State Actors and Local Authorities in Development: In-country Operations for Belarus" (reference number of the call: EuropeAid/132809/L/ACT/BY, deadline for submission of concept notes is 12 June 2012). 2012-04-18 ECONOMIC FORUMS OPEN IN GRODNO
The events of the VIII International Belarusian-Lithuanian Forum and of the III International Belarusian-Finnish Forum are opening today in Grodno.
The events will be attended by around 300 people: heads of the regions and key business associations, representatives of the ministries and the diplomatic corps, businessmen and potential investors.
The events are aimed at deepening and further development of trade, economic, scientific and technical cooperation between Belarus and Lithuania, Finland, presenting Belarusian economic capacity and leading producers who seek new business partners, strengthening the image of Belarusian enterprises on foreign markets.
2012-04-10 ADDITIONAL SIMPLIFIED BORDER-CROSSING POINT IS OPEN AT BELARUSIAN-LITHUANIAN BORDER
Due to religious holidays simplified border-crossing point will be open at the Belarusian border for border region inhabitants.
In particular, on April 7th, 8th, 14th and 15th the persons without goods will be able to cross the state border through the simplified point „Kemelishki“ (Ostrovetsky district).
The ones who wish to use this opportunity should have a passport with a visa of the neighbouring country.
2012-04-10 EXHIBITION "TEXTILE OF LATVIA"
The Textile of Latvia exhibition opened in Vitebsk Art Museum on April 3rd.
The exposition consists of 44 works of Latvian painters, many of whom are the members of the Association of Latvian Textile Artists: Irena Andreyeva, Yekaterina Apale, Elina Veilande-Apine and other.
The displayed works are made of a wide range of materials - flax, wool, cotton, synthetics and paper.
The exhibition is organized as part of the international project Art Schools of Europe aiming at popularisation of Latvian textile art.
The exhibition is supported by the Consulate of the Republic of Latvia in Vitebsk. Mrs. Dagnija Lāce-Ate, the Head of the Consulate, underlined the close cultural cooperation between Vitebsk and Daugavpils, including the partnership in the EU-funded project „Daugavpils and Vitebsk: Cultural Cooperation and Development“ under Latvia-Lithuania-Belarus Programme.
The exhibition is open till April 24th.
2012-04-04 FIRST SUSTAINABLE ENERGY ACTION PLAN IN BELARUS APPROVED
Six months after becoming the first and so far only Belarusian signatory of the Covenant of Mayors, the city of Polotsk is ready with its Sustainable Energy Action Plan (SEAP) thanks to the EU CIUDAD (Cooperation in Urban Development and Dialogue) project SURE. The first SEAP action, the installation of LED street lights in the main avenue of the city, will be implemented in May 2012 and will be financed with €40,000 from the SURE project budget.
2012-03-28 LATVIA, LITHUANIA AND BELARUS PARTICIPATE IN BALTIC SEA PROTECTION PROJECT
Municipal Waste water treatment plants (WWTP) from Daugavpils (Latvia), Kaunas (Lithuania), Grodno, Molodechno, Baranovichi and Vitebsk (Belarus) are partners in the project PRESTO, which is focused on such issues as reduction of water clarity, mass distribution of harmful algae and muddy beaches of the Baltic Sea.
Successful transnational management of water resources between Belarus and EU shall improve the water quality of Trans boundary River Neman and River Daugava by implementing high-impact pilot investments on nutrient removal in four municipal WWTPs in Belarus.
Project is funded by the INTERREG IVB Baltic Sea Region Programme 2007-2013. The total project budget is 4,5 mln EUR.

2012-03-19 "PATERNIEKI" BORDER-CROSSING POINT (LATVIA-BELARUS) TEMPORARILY CLOSED FOR CARGO TRANSPORT
Due to reconstruction at the Belarusian-Latvian border checkpoint Grigorovshchina the movement of cargo transport is temporarily closed at Paternieki border checkpoint in on Latvian side as well.
The following restrictions for transport are defined at border checkpoint Paternieki/Grigorovshchina – only cars and coaches (buses) are permitted to cross this border crossing point from 15th of March till 15th of October.
The State Revenue Service of Latvia (SRS) advises transporters to plan their travels in advance choosing the right border crossing point for the cargo delivery to the recipient during this period, also making sure that it is permitted to move the imported products via the chosen border checkpoints on the border with the Russian Federation and the Republic of Latvia or the Republic of Belarus and the Republic of Lithuania.Sources: State Border Guard and Grani.lv

01-03-2011 LITHUANIA FINALISES PREPARATION FOR LAUNCH OF FACILITATED TRAVEL OF INHABITANTS OF LITHUANIAN AND BELARUSIAN BORDER REGIONS
Lithuania has passed a note to Belarus on the 1st of March, informing that it has conluded all the procedures, which were necessary for the facilitated travel of the inhabitants of the border regions of Lithuania and Belarus to start operating. The agreement on facilitated travel will ultimately come into force after 30 days since Belarus will also inform about its conclusion of the necessary internal procedures.
The facilitated travel regime will enable Lithuanians and Belarusians, living in the border regions to travel to the other country without visas, as special travel permits will be granted. These permits will give the right to stay in the border territory of the other country for up to 90 days within a half year period. The facilitated travel permits will be granted to the inhabitants of the border regions, who will prove their important economic, trade, cultural or other important interests in the border region of the other country.
The travel permits will be valid from 1 to 5 years and will cost 20 euro. They will not give the right to work abroad.
The facilitated travel regime will cover around 800 000 Lithuanians and 600 000 Belarusians. All the administrative territorial units situated not further than 30 km from the Lithuanian-Belarusian border will be eligible. If the administrative territorial unit starts within 30 km from the border and its territory goes beyond this limit, it will be covered by the facilitated travel regime up to 50 km from the border.
The agreement between the Republic of Lithuania and the Republic of Belarus on facilitated cross-border travel was signed on the 20th of October 2010 in Minsk and ratified by the Parliaments of both countries in 2011.

2012-02-29 FIRST PERMITS FOR THE PARTICIPANTS OF THE FACILITATED BORDER TRAFFIC WITH LATVIA HAVE BEEN ISSUED
On February 28th, the Consulate of Latvia in Vitebsk issued first permits to the Belarusian residents of the border areas. 30 Belarusian citizens out of the 200 on the lists applied to the Latvian Consulate. The number of Latvian applicants submitted the documents since February 1st has already exceeded 2300 persons. In total, the agreement affects interests of 200,000 residents of the Belarusian-Latvian border region.
The Belarusian Consulate in Daugavpils will start issuing permits on March 1st.
More detailed information about all aspects of the new agreement can be found at the special online resource www.traffic.gpk.gov.by elaborated by the Belarusian border officers. It provides answers to various questions and lists the places which are covered by the agreement. Similar information can be obtained by the potential participants at the local municipalities.
Thus, the small border traffic with Latvia has been started. However, the agreement will be fully implemented when the permit holders take the first trips. And it should happen early March.Source: www.tvr.by

On 23-25th of February the International Masks Festival will take place in Daugavpils (Latvia). 2012-02-08 BELARUSIAN, LITHUANIAN AND LATVIAN ORGANISATIONS WORKING IN THE SPHERE OF ECOLOGY CAN APPLY FOR A €7 MILLION CONTRACT
The European Commission has published a service procurement notice for a €7 million contract for the first component of the Clima East Programme: support to climate change mitigation and adaptation in Russia and Eastern Neighbourhood countries. Deadline for receipt of applications is the 17th of February 2012.
The overall objective of Clima East is to support partner countries so that they are better equipped for greenhouse gas emission reductions and better prepared to deal with climate change impacts. The specific objective is to foster improved climate change policies, strategies and market mechanisms in the partner countries that are well informed about the EU 'acquis', by supporting regional cooperation and improving information access to EU climate change policies, laws and expertise.
The duration of the project is 48 months, with a provisional start date of August 2012.

2012-01-20 ERASMUS MUNDUS II – A POSSIBILITY TO STUDY ABROAD FOR THE MONEY OF EU
The European Commission has issued a call for proposals worth more than €170 million for 2012 in the framework of the EU-funded programme Erasmus Mundus II. Of this, €81.5 million is available for ENPI countries, south and east, under Erasmus Mundus Partnerships, aiming at a minimum mobility of 3,150 individuals. The deadline for submission of applications is 30 April 2012.

2012-01-18 BELARUS WILL ESTABLISH VISA-FREE ENTRY FOR 2014 ICE HOCKEY WORLD CHAMPIONSHIP PARTICIPANTS AND TOURISTS
Belarus will abolish visa requirements for the official participants of 2014 Ice Hockey World Championship and foreign tourists for the period from 25 April till 31 May 2014. The President of Belarus, Alexander Lukashenko, signed the relevant decree on 16 January.
Official participants of the championships will have to be on the list of the International Ice Hockey Federation official accreditation system while tourists will have to present an original ticket or an e-ticket for any of the championship matches. Official participants and tourists will not be obliged to have medical insurance contracts.Source: BELTA
2012-01-17 JOINT EXHIBITIONS OF YOUNG ARTISTS FROM LATVIA AND LITHUANIA
Latgale Planning Region organises a photo exhibition “My Stories” and audio & video exhibition “Parallel Landscapes” as part of the Latvia-Lithuania CBC Programme project “Development of joint strategy and cooperation network for promotion of creative industries”.
The works of young artists from Latvia (Latgale region, Liepāja, Jelgava, Kuldīga, Rundāle, Ventspils, Pļaviņas, Ozolnieki, and Aizkraukle) and Lithuania (Šiauliai, Klaipėda, Birštonas, Rokiškis and Visaginas) will take part in the exhibition.
The Photo exhibition is open from January 18th in the Culture House of Rēzekne city.
The Video exhibition is open from January 20th in the Art Gallery of Daugavpils University.
