LATVIA-LITHUANIA-BELARUS
2011-06-30 EU PROPOSES 40 PER CENT RISE IN NEIGHBOURHOOD FUNDING WITH €16.1 BILLION FOR 2014-2020

A total of €16.1 billion will be allocated for the future European Neighbourhood Instrument (ENI), according to a Communication on the budget for the next financial framework 2014-2020, adopted by the European Commission. If adopted, the new funding for the neighbourhood policy would represent a rise of more than 40%, compared to the €11.4 billion under the current European Neighbourhood and Partnership Instrument (ENPI), which covers the current financial period 2007-2013.

AIRBALTIC AND BELAVIA RENEW COOPERATION

From July 1st Belarusian airlines “Belavia” restart cooperation with Latvian airlines company airBaltic within the framework of agreement on joint Minsk-Riga flight operation.

Passengers will be able to travel between Minsk and Riga on a daily basis. Flight time is 65 minutes. The minimum fare of one-way Economy Class ticket – 78 EUR (not including airport taxes and fees).

LITHUANIA: AGREEMENT ON SIMPLIFIED BORDER CROSSING WITH BELARUS RATIFIED

On June 28th Lithuanian Parliament ratified the agreement on simplified border crossing between Lithuania and Belarus for border region residents. The agreement, signed in October 2010 in Minsk, was previously ratified by Belarus.

Local travel permits for a simplified border crossing are envisaged for permanent residents of 50 km wide border area who will be planning to visit the border territory of the neighbouring country due to kindred relations or economic, trade, cultural and other important reasons. Special permits will enable the holders to cross the border and stay on the territory of the neighbouring country up to 90 days, however, not giving the right to work. It is planned that the fee for a local travel permit, valid for 5 years, will cost 20 euro.

In Lithuania over 800 000 residents will be able to use such permits, in Belarus – 600 000, including Grodno and Lida inhabitants who will be able to visit Vilnius and Druskininkai without visas.

SHORT MOVIE COMPETITION FOR YOUTH

The Baltic Sea States Subregional Co-operation (BSSSC) Working Group on Youth Policy launched a short film competition – “Baltic Sea Region - a good place for living”.

This competition is open to all young people between the ages of 15 and 30 from the Baltic Sea countries – Germany, Denmark, Finland, Sweden, Norway, Poland, Latvia, Lithuania, Estonia and Russia.

LITHUANIA: VISA FEES MAY BE REDUCED FOR BELARUSIANS

Audronius Azubalis, Foreign Minister of Lithuania promises to press for nominal visa fees for Belarusians, so they could take this advantage already this summer. Currently Belarusian citizens are charged a 60 euro visa fee.
This message was passed on Monday, a few hours after Lithuanian Parliament had authorized the Government to set a more flexible visa fee system. The Ministry of Foreign Affairs stresses that the initiatives on visa facilitation for ordinary Belarusians are aimed at strengthening civil society of this country.
The amendments to the Law on consular fees, introduced on June 20th, enable the Government to reduce or even eliminate visa fees not only as parity, but also if necessary to achieve external policy and national security objectives.
According to previously acting laws, Lithuanian government was able to eliminate a national visa fee of 60 euro only in case the same measures would have been adopted by the Belarusian authorities.

NEOPHOTOGRAPHICS EXHIBITION OPENS IN MINSK

NeoPhotoGraphics Exhibition “Vilnius. Dreams” by Vitalii Rakovich opens in café “Loft” (P. Brovki str. 22) on June 23rd at 19:00. The author explains neophotographics as images captured by means of a photo camera and author’s imagination. At the exhibition, you will be able to meet Vitalii Rakovich, watch slide films and enjoy a small concert. The event presenter is Artur Gapanovich.

EUROPEAN CLASSICS FILM FESTIVAL

 
Minsk cinema hall “Pobeda” will open a festival of European films “Golden 10+” on Tuesday, June 14th at 18:30. From June 14th to 19th, the festival will run with free screenings of classic European films of the 2nd half of the 20th century. The festival is organized by EU Delegation to Belarus with support of the embassies of EU countries in Belarus and the Ministry of Culture of Belarus.

The guest of the festival will be a Belorussian movie “The Wild Hunt of King Stakh” of 1979 based on the eponymously named classic book by Vladimir Korotkevich.

Film screenings are devoted to the Day of Europe, which is celebrated in the European Union on May 9th.

MONUMENT TO LITHUANIAN KING MINDAUGAS WILL BE INSTALLED IN AGLONA

The monument is planned to be installed in 2013 – to Mindaugas 750th anniversary of death – on the territory of Aglona basilica.

One of the idea’s initiators of monument installation in Aglona, Professor of Latvian Academy of Arts Osvalds Zvejsalnieks stressed that marking Mindaugas tombs in Aglona and capturing memory of his wife Queen Marta will be an international event, the monument will become a reminder of the historic unity of Baltic people.

Another new heritage object will be created in Aglona for the benefit of both the residents of the county as well as for the guests of Aglona. The installation of the monument could also boost the relations of neighbourhood countries.

“SLAVYANSKY BAZAAR IN VITEBSK 2011” TAKES PLACE ON JULY 8-14


The 20th International Festival of Arts “Slavyansky bazaar in Vitebsk” will take place on July 8-14, 2011.

Opening of the anniversary festival is expected to be marked with performances of Nikolai Baskov, art-group Turetsky choir and “Soprano 10”, Alexandr Rozenbaum, Ballet of Boris Eifman. The concert’s main attraction will be “Space” and Didier Marouani performance backed up by a laser show.

The Day of Belarus held during the festival will become the first exhibition of the Republic’s achievements in various fields: science, engineering, industry and, surely, culture. National Academic Yanka Kupala Theatre will stage “Pinsk szlachta”; exhibition halls will display the pictures of Belarusian artists who have participated in the campaign "Land under white wings”. On the Day of Russian Culture, State Academic Russian Folk Choir after Pyatnitsky, which celebrates 100 years anniversary in 2011, will make a performance. On the Day of Common State, the group “Syabry” will perform at the stage of the Summer Amphitheatre.

The festival will host the International Pop Song Performers Contest. The festival programme also includes 25 solo concerts of popular Russian pop artists: Valeriy Meladze, Avraam Russo, Alexander Rosenbaum, Turetsky Choir, "Mummy Troll" etc.

During the festival Vitebsk will as well host International Investment Forum, Republican fair "Small Business in Festival Vitebsk", Folks Craft Fair "Town of Craftsmen". In total, over 70 entertainments will take place during the festival days.

LATVIA, LITHUANIA, BELARUS: READINESS TO START LOCAL BORDER TRAFFIC

The Belarusian side will be technically ready to start local border traffic with Lithuania and Latvia after 1st of July. The local border traffic shall actually start functioning within 30 days after the MFAs exchange notes on the completion of national procedures for the respective agreements to come into force. Local border-crossing will be primarily introduced with Lithuania and Latvia.

The local border traffic should also guarantee secure borders. In particular, it concerns simplified border-crossing points whose staff will be limited to border guards. Therefore, border-crossing points’ personnel and border control system equipment should be reinforced.

Travelling beyond the border area, outlined in the intergovernmental agreement, shall bring sanctions, including refusal to obtain a visa in future.
