Are the changes in technical documentation for construction works considered as amendments in the project?

Yes, any changes in the technical documentation for construction works, including cost estimates (exception described below), are considered as amendments in the project and should be proceeded accordingly.
 
Exception: if indicated costs for planned construction works in cost estimates of technical documentation submitted to the JTS differ from real costs during implementation of construction works, request for changes should not be applied.
 
However, if types of works and/or amount of works or materials differ, the project should apply for amendments. In  case if changes do not make financial impact to planned costs in the project budget, changes are considered as minor amendments.
 
Also, in case of unexpected works or additional works, amendments in the project must be requested.
