PROBLEM: The increase of cargo and passenger traffic through the strategically located border crossing point Grogorovshchina (Belarus-Latvia) resulted in the growing number of smuggled goods. The border crossing point demonstrates low effectiveness in prevention of goods smuggling due to the outdated and inconvenient illegal traffic detection procedures. Detailed inspection of vehicles is a very lengthy procedure, which may lead to long vehicle queues and impede active transit traffic through the area.

OBJECTIVES: The project aims at increasing the capacity of the border crossing point and improvement of cargo traffic security by introducing new technological means of vehicle inspection.

  
 

RESULTS&OUTPUTS: 

The project aimed at making the customs procedures at the Belarusian-Latvian border more efficient and faster.

A non-intrusive vehicle inspection infrastructure was constructed at the Grigorovschina border crossing point, equipped with the x-ray scanning system.

Study courses and practical trainings were held in Latvia for the Belarusian specialists to increase their capacities in operating the scanning equipment. The Latvian and Belarusian partners also developed technology of efficient customs control using the x-ray scanning system.

The advantages of the new system were widely communicated to the cargo transporters through organisation of meetings and advertising in the mass media.
